this was discussed at the meeting of the sub-Commission on sea, river transport and port industry of the RSPP Commission on transport and transport infrastructure headed by the HEAD of Aeon Roman Trotsenko. According to the participants of the discussion, the investment component should be included in the rental rates of state property. According to Trotsenko, "separately such collecting will be unfair and uneven". He noted that the fee can be charged only from the state property, and in this case it is included in the tariff itself.
according to sources, the concept proposed by the FAS is "contrary to the economic nature of port charges": they are levied on shipowners by analogy with the payment for the use of roads and railway infrastructure.
at the same time, market participants allow changes in rental rates for port infrastructure. FAS has repeatedly stated that it intends to work out measures to improve them for private companies, citing a decrease in budget revenues from the use of property. The participants of the meeting in the RSPP decided that they are ready to conduct a study of the rental market at their own expense by analogy with the port market. It is expected to analyze the current level of tariffs, to conduct legal examination of the documents on the basis of which they are established, and to develop proposals for the methodology for setting prices. In the near future, a technical task should be prepared and a competition held. The result of the study is expected in the first quarter of 2019.
